MINUTES OF THE GENERAL MEMBERS

EDGEMEAD NEIGHBOURHOOD WATCH MEETING

HELD AT EDGEMEAD PRIMARY SCHOOL

 ON MONDAY 30th MAY 2011 @ 19H00

1.           PRESENT AND WELCOME BY THE CHAIRMAN                       

As per Attendance Register

 

The Chairman welcomed all to the meeting, and thanked everybody for braving the cold weather. There is a slight change to the Agenda – No 6 has moved to No 3.

 

We now have 64 registered members, and 23 have not completed the patrol preferences.  Please ensure that Foot, Patrol by Bike, Admin, Eyes and Ears complete this, as the ENW needs to allocate members for the various patrols, e.g. Preferred Sessions, Preferred Times, and Patrol with Vehicle, Patrol.

 

Our guest speaker this evening is Regional Inspector Cornelius Fortuin from Law Enforcement Services.  Chairman welcomed Mr Fortuin.

3.           GUEST SPEAKER – REGIONAL INSPECTOR CORNELIUS FORTUIN – LAW ENFORCEMENT SERVICES

 

He is responsible for the Northern Area of the Cape Town Metropole.  They are responsible for the by-law and law enforcement and specialised services.  They try and assist the Metro Police.  Law Enforcement is “a broom for the other sections which they don’t do”.  Central Centre for after hours is in Goodwood.

 

Chairman – what complaints does Law Enforcement deal with, and how does SAPS fit in?

Mr Cornelius Fortuin – SAPS are there for more serious offences.  Law Enforcement assist until SAPS arrive and then they handover.  Law Enforcement normally deals with normal complaints, e.g. dogs barking, noise, etc.

Chairman – What about vagrants who sleep in the park?

Mr Cornelius Fortuin – Law Enforcement deals with it and hand over to SAPS if they did not get them first.  The City is busy with a by-law, and once approved they will take it from there.

Rodney Palmer – What are the biggest problems for Law Enforcement?

Mr Cornelius Fortuin – vagrants and dogs barking.

Ronnie Oschmann– Define a guideline or what are the responsibilities for the Police Services, Metro Police and Law Enforcement.  What is the difference between these 3 services, and what does Law Enforcement cover?

Chairman – Everything is reported to SAPS Bothasig and they will then distribute to the various sections.  Where does Law Enforcement exactly fit in?

Mr Cornelius Fortuin – The Distribution Centre in Goodwood telephone number is (021) 590-1999, his cellphone number is 0843070892, but please do not contact him after hours.

Ronnie Oshmann– Law Enforcement will react on a complaint but won’t investigate?

Mr Cornelius Fortuin – If somebody issued the notice they will take it from there, you have to ask for a reference number if you contact the Distribution Centre in Goodwood.

Robbie Upton –Metro Police – They issue fines but do not have investigation facility, SAPS do this.

Mr Cornelius Fortuin – The more serious crimes they will investigate.  He will prepare and e-mail presentation which outlines everything that the Law Enforcement is responsible for, and send to the Chairman.  Chairman can then distribute to all members.

 

Chairman – thanked Mr Cornelius Fortuin for coming to talk to the ENW.  He then apologised, as he had not welcomed Mr Robbie Upton who is Chairman of the Community Police Forum.

6.           MATTERS ARISING FROM MINUTES OF MEETING HELD ON 28TH FEBRUARY 2011

 

ENW is now a registered entity with the Department of Community Safety (DOCS). 

 

Should anybody require an Application Form for ENW, the Committee Members list has been placed in various centres, libraries etc, and anyone of the Committee Members may be contacted.

 

Still busy compiling the procedures, which is taking time, and once completed all members, will be advised.

 

7.           NOMINATIONS AND ACCEPTANCE OF NEW TREASURER

 

Chairman thanked Adrian Greenwood for his contribution during his tenure as treasurer of the ENW. Chairman advised the members that a new Treasurer has to be nominated due to the resignation of Adrian Greenwood.

 

Chairman proposed Conrad Wiegersma, no other individuals were proposed. The proposal of Conrad Wiegersma as treasurer was seconded by Ronnie Oschmann.

 

ENW Treasurer has been accepted as Conrad Wiegersma.

Bruce Ray – What are the Eyes and Ears?

Chairman advised that they are the members who don’t do vehicle patrols, bicycle patrols and foot patrols.

Christine – What does everything entail and what is the foot patrol?

James Launders – Running around the area, is that incorporated into it?

Rodney Palmer – We as members need some clarity about what we need to do?

Chairman – We, the members, need to have another training session where we can address the operations and to answer the above questions in detail. Will be about a 2 to 3 hour training session on a Saturday morning. Date, time and venue to be advised.

Tony Kirby – You have scheduled and unscheduled patrols, but this will be discussed later in the Agenda.

 

Election of Administration Assistant(s)

 

Chairman asked all members to please advise him who is prepared to do typing, enter data onto computers, etc.

Clive Shea – How much work is there?

Chairman – Not sure, but remember it is voluntary.

 

Identity Cards and Registration Numbers

 

Chairman – Identity Cards with photograph and membership number for identification purposes will be issued to all Edgemead Neighbourhood Watch members.  Police Station telephone number will appear on the card.  Cards are R10 each.

 

Operations Co-ordinator

 

Kyle Williams has been appointed as Operations Co-ordinator.  Should there be any patrol procedures information please contact either Kyle Williams or Tony Kirby.

 

8.1.5      Members Contact Details

 

Chairman proposed to send an ENW Member name list with telephone numbers and e-mail addresses to all members.  Approved by all members.

 

Sector Communications Office

 

The Sector Communications Office now has electricity, lights, plugs and a ceiling is being installed, hand basin in the toilet.  Sponsorship is being acquired from District Watch who will be responsible for the signage outside the building.

 

Chairman – This building will be used as a centralised point for meetings, to store files, marketing material, etc.

 

8.1.7      Edgemead Neighbourhood Watch Bank Account

 

No bank account has been opened as yet, as the bank wants the Neighbourhood Watch to open a business account, but we are trying for a savings account.

 

8.2         MARKETING – Warren Franken

 

8.2.1      Signage and Pricing

 

There is an awareness of the Neighbourhood Watch in the area.

We have visual aids to assist us.

All examples of the marketing material are available at the table.  Jade King is in control of this, so after the meeting, please do come have a look and discuss with him.

Warren Franken will be doing the photographs for the Identity Cards.

Ronnie Oschmann – If I give sponsorship, what do I get in return?  Will my business name be advertised, e.g. on the house boards?

Warren Franken – yes it will be advertised.

Ronnie Oschmann – He would like to get involved in sponsorships, as he can obtain, e.g. stun guns, pepper spray at cost. 

Ronnie and Warren to discuss.

Clive Shea – The pepper spray is worthwhile having, can be used in the car and the house.

Rodney Palmer – Is the house board for members only?

Member - Proposes that house boards be made available to all residents.

Chairman – This will be discussed at the next committee meeting.
